It's a correct statement, but I won't call it a formula (it's a single specific case).

Number of months in a year = 12.

Four months = 4/12 of a year = 1/3 of a year.

Two years and four months = 2 + 1/3 of a year = 6/3 + 1/3 of a year = 7/3 of a year.

So, yeah, 2 years and 4 months correspond to 7/3 years, but it's not a formula. A formula would be something like x years and 4 months correspond to (3x + 1)/3 years.
