We know that,

Heat = V^2 × t / R
200J = V^2 × 1sec. / 10 ohm
V^2 = 200J × 4ohm / 1sec.
V^2 = 800
V = ✓800
V = 20√2V

Given - Heat, time and resistance

Find - Potential difference

Solution - Firstly we will be calculating current followed by calculation of potential difference.

H = I²Rt

Keep the values in formula -

200 = I²*10*1

Performing multiplication

200 = I²*10

Shifting 10 to other side of equation

I² = 200/10

Performing division

I² = 20

I = ✓20

Taking square root

I = 4.5 Amperes

Now calculating potential difference.

V = I*R

V = 4.5*10

Performing multiplication

V = 45 Volts

Hence, the potential difference across the resistor is 45 Volts.
