If 200 ml of water is poured into a bowl of 400 ml capacity, the volume of water will remain same as the unit of the water poured in reflects its volume.

Unit of the volume is cubic centimeter and ml is the unit of the capacity in metric of measurement.

The bowl will remain empty of the balance 200 ml of its capacity as the volume of water will not change.

200 ml of water being poured at the 400 ml capacity will bring the volume of water to 200 ml mark, the question is testing knowledge in the technique of labeling a measuring cylinder and was also testing about the reading skills of the learner since someone might misunderstand and add 400  to 200 instead of knowing 400 is the capacity of the bowl.
