it means that when x = 0, y = 4 

parallel to the line 2x - 3y = 7 
2x - 3y = 7 
-3y = -2x + 7 
y = (-2/-3)x + (7/-3) 
y = (2/3)x + (7/3) 
y=mx + b 
m is slope 
b is y -intercepe 

therefore, 
y = (2/3)x + (7/3) 
m= 2/3 
b= 7/3 

PARALLEL LINES - 2 lines with same slope 
x = 0, y = 4....=> (0,4) (x1, y1) 
x1=0; y1 = 4 
m = 2/3 

y - y1 = m (x - x1) 
y - 4 = 2/3 (x - 0)
