potential difference  across the two point is 40 volt.

power  =200 watt

Explanation:

heat                =      200 joule

time                =       1 second

resistance      =       8 ohm

heat               =       I^{2}RT

 I^{2}                  =        H / RT

 I                    =        \sqrt{H / Rt}

 I                    =        \sqrt{200 / 8}

 I                    =         \sqrt{25}

 I                    =          5 ampere

now,

v                    =         IR

v                    =       5 * 8

v                    =       40 volt

now,

power            =        potential  difference *   current

 P                   =         V     *     I

 P                   =        40    *    5

 P                   =        200 watt

potential difference:-

The potential difference is between 2 points in a current carrying conductor when the electric current passes.So we can define the potential difference in such a way that require a work done moving  on a unit positive charge from one place  to another place  is called a potential difference.

power :- The amount of electricity that an electronic device spends in working, we call it power.

si unit electric power is watt.
