Colloids are substances whose particles are very small approximately 1 - 1000 nanometres. Colloids have particles which does not settle on sedimentation therefore they cannot be separated unless you use ultrafilters. Colloids are uniform throughout the medium. Examples are milk, blood.
Suspension on the other hand have larger particles of diameter more than a micrometre and they can be separated by sedimentation. Suspensions are not uniformly distributed in the medium.
From the above explanation we understand that flood water cannot be a colloid as its particles consists of mud particles which are very large. Its a suspension.
You may do a simple experiment at home to verify my answer.
1. Take a container and pour some water into it.
2. Then take some soil from your garden and mix it with water.
3. Let it sit for 2 to 3 hours without disturbing it. You will observe that many particles have settled down but some of them are still floating in water.
