77:44

surface area formula : 3√36×π×volume^2

surface area of 1st sphere: 3√36×π×64×64 =77.37

surface area of 2nd sphere:3√36×π×27×27 = 43.52

u can take decimal value to approx value for convenience the ratio will be 77:44
