Next number = Previous number + (Sum of the digits).

    = 23 + 5 = 28

38 = 28 + (2 + 8)

    = 28 + 10 = 38

? = 38 + (3 + 8)

⇒ ? = 38 + 11 = 49

62 = 49 + (4 + 9)

    = 49 + 13 = 62

70 = 62 + (6 + 2)

    = 62 + 8 = 70

∴ Missing number(?) = 49

Thus, the value of "missing number(?) is equal to 49".
