A) The primary reason why the color red is used for danger signals is that red light is scattered the least by air molecules. The effect of scattering is inversely related to the fourth power of the wavelength of a color. ... So red light is able to travel the longest distance through fog, rain, and the alike.

B) The answer is the planets actually do twinkle. In fact, everything outside our atmosphere, anything we're looking at outside your atmosphere does twinkle due to the effect that we discussed. However, we can't notice the twinkling effect of the planets because planets appear bigger in size to us..
