Rest of the digits to the right become zero.

Therefore, the answer is 240000.

To round off to the nearest ten thousand, you have to first look at the digit at thousands place value. If the numeral in the thousands place value is greater than or equal to 5, then increase the numeral in the ten thousands place by one and write the number with all lower place values (Including thousands place) turning to zeros.
 
If the numeral in the thousands place value is less than 5, then leave the ten thousands place alone and write the number the same way with all lower place values as zeros.

We have to round off 238900 to the nearest ten thousand. 

In this question, 8 is at the thousands place value, which is greater than 5. So, we will increase the numeral at the ten thousands place value by one and then we will write the number with all lower place values (including thousands place) turning to zeros.
Therefore, the answer will be -

238900 ⇒ 240000
