FOR CASTE:

According to Article 17 of the Indian Constitution Untouchabiliy is abolished.

That is, no one can stop the Backward classes( those were considered untouchables in those days) from educating themselves, voting(UAF) etc.

Moreover Untouchablity is a punishable offense.

FOR RELIGION:

Every one can educate themselves, have the right to vote,etc irrespective of there religion.

Even a person can follow different religions.

For ex: A hindu can follow muslim religion or Christianity or Jainism etc.

There are no restrictions.
