concentration of solution = 25.3/106 × 1000/250 = 0.95 M

since Na2CO3 is completely ionised:
Na2CO3 <------> 2Na^2+ + CO3^2-

here
0.95M of Na2CO3 completely dissociates to give 2×0.95= 1.90M Na^+ ion
and
0.95M Na2CO3 gives 0.95M CO3^2-...
(according to balanced chemical equation).
