If we assume the worst case scenario, where every ball you pick is of a different color from the one you previously picked, you’d have picked 6*5 balls before the reds run. After that you’d pick 2*4 balls when the greens would run out. At this point in time, you’d have 6 reds, 8 greens, 8 blue, 8 yellow and 8 white. The next ball you pick would either be a blue, yellow or white ball and you’d have 9 of one color.

So the total number of balls you’d have to pick to guarantee 9 balls of one color is 6*5 + 2*4 + 1 = 39.
