Checking and balancing means that one part of the government won't allow the other part of the government to have unlimited power. We can see this in our government by how the legislature, judiciary and executive organs of our government check and balance each other out.

They usually have different powers, which is not the case in a vertical division. In a vertical division, we can also spot that sometimes the Central Government overrides the State Government's decisions due to the nature of its power, which is not a sign of a system of checks and balances.

Power sharing in the form of social groups, parties and pressure groups in a way is balancing each other out, but one political party doesn't always hold equal power as another party, same goes for social groups.
