Yes its possible to convert a form of energy completely into another usable form. Suppose, switch on the light in your room, you can see that the light is on, on the basis of electricity and the bulb is giving you light energy. So, practically it is seen that the electrical energy is converted into light energy.

The answer simply is No. Because, whenever there is a conversion of energy into other useful form, a part of energy is dissipated in the form of heat which is lost to the surroundings.
