Not all the social groups were moved by the abstract concept of Swaraj. The groups like dalits (oppressed) and Muslims stayed aloof.

Dalits:

For long the Congress had ignored the dalits in the fear of offending the high caste hindus (sanatanis). But Gandhiji tried to eliminate untouchability. He called them children of god. He organised satyagraha movements to access them entry into wells, public places etc. He himself cleaned their toilets to dignify the work of the sweepers, and persuaded the upper castes to give up their sin of untouchability.

Dr.B.R. Ambedkar organised the Dalits into Depressed Classes Association in 1930 and asked for a separate electorate for Dalits in the second round table conference.

Muslims:

The Muslim political organisations were also lukewarm in their response to the Civil Disobedience Movement. After the decline of the Khilafat movement, the Muslims felt alienated from the Congress. The Congress was visibly associated with the Hindu Mahasabha. The relations worsened and resulted in communal clashes and riots. When the Civil Disobedience Movement started, there was an atmosphere of suspicion and distrust between the two communities.
