 \sqrt{28 }  =  \sqrt{4 \times 7}  = 2 \sqrt{7}  \\  \\  \sqrt{343 }  =  \sqrt{7 \times 7 \times 7}  = 7 \sqrt{7} \\  \\ thus \:  \sqrt{28}  \div  \sqrt{343}  =  \: 2 \sqrt{7}  \div 2 \sqrt{7}  = 2 \div 7

alternatively , set the value to x .

x²=28/343= 4/49

x=√4/√49 = 2/7

which is not irrational.
