ax + by + c = 0
is :-
28x - 35y + 7 = 0
it can be further reduced as:-
4x - 5 y + 1 = 0

the values of a,b and c are as follows:-
a = 4    \\ b =  - 5 \\ c = 1

Given linear equation 28x - 35y = -7,

=> 28x - 35y + 7 = 0

divide each term with 7 , we get

=> 4x - 5y + 1 = 0

=> 4x + (-5)y + 1 = 0

Compare this with ax + by + c = 0,

we get

a = 4 , b = -5 , c = 1
