let mass be m

then normal force(N)=mg=10m downwards

now force required to move=max. friction

static frictional force=coeff*N=0.7*10m=7m

As body starts moving dynamic friction act

so dynamic friction force=coeff*N=0.4*10m=4m

net force=applied force -frictional force

7m-4m=3m

F=m*a

3m=m*a

a=3m/s^2
