During the Estate Convention, the 600 representatives demanded that each person should have each vote rather one vote for one Estate.
The king refused to grant this.The 3rd Estate representatives walked away and took an oath not to move until they have drafted the Constitution of France.

The members of the third estate walked out of the Estate General and formed the national assembly when Louis 16 rejected their proposal that each person should have one vote.
They assembled in the hall of an indoor tennis court in Versailles and swore not to disperse till they had drafted constitution for France that would limit the powers of the monarch.
