in this reaction when Potassium chlorate is being converted to Potassium Chloride and oxygen the manganese dioxide is used as a catalyst in this reaction so that's why manganese dioxide is written in the arrow because it is used as a catalyst

it is so because MnO4 acts as Catalyst
