SOLUTION

 =  > 2x - 3 =  \sqrt{ {2x}^{2}  - 2x + 21}   \\  =  > 2x - 3 = (2x {}^{ \frac{1}{2} }  {x}^{2} ) - 2x + 21 \\  =  > 2x - 3 = 2x -  2x + 21 \\  =  > 2x - 3 = 21 \\  =  > 2x  = 21 + 3 \\  =  > x =  \frac{24}{2}  \\   \\  =  > x = 12
