 \frac{2x - 3}{3x + 2}  =  \frac{ - 2}{3}

By cross multiplying

3(2x - 3) =  - 2(3x + 2) \\ 6x - 9 =  - 6x - 4 \\ 6x + 6x =  - 4 + 9 \\ 12x = 5 \\ x =  \frac{5}{12}
