ANSWER:

2x + 3y - 1 = 0

2x + 3y = 1

3y =  - 2x + 1

y =  \frac{ - 2x + 1}{3}

y =  \frac{ - 2}{3} x +  \frac{1}{3}

y = mx + c

m =  \frac{ - 2}{3}

c =  \frac{1}{3}
