3x-2y=3

Now, by solving 2 equations simultaneously,

2x+3y=28 - - - - - - (*3) (multiplying by 3)

3x-2y=3 - - - - - - - - -(*2) (multiplying by 2)

Two equations will become,

6x+9y=84

6x -4y= 6 (subtracting 2nd equation)
