It is a positive rational number. This is because we have a law in integers which is (-)\div (-)=(+). So in the rational number in the question has a negative numerator and denominator and thus when we simplify to get a positive rational number.

\frac{-3}{-17}=\frac{3}{17}

∴ We can conclude that \frac{-3}{-17} is a positive rational number.
