Given that 3  \times 2 = 2

Here 3 is treated as 1.

So 3 \times 2 = 1 \times 2 = 2

Similarly replace 3 by 1 in other term we get  

4 \times 6 = 4 \times 2 \times 3 = 4 \times 2 \times 1 = 8

7 \times 6 = 7 \times 2 \times 3 = 7 \times 2 \times 1 = 14

So on replacing 3 by 1 all the three conditions are getting satisfied.

So 8 \times 9 = 8 \times 3 \times 3 = 8 \times1 \times1 = 8

Hence 8 \times 9 is equal to 8.
