 {3}^{ - 2} \times {3 }^{ - 5}

Using exponent of law

 {a}^{m}  \times  {a}^{n}  =  {a}^{m + n}

Therefore

 =  {3}^{ -2+ ( - 5)}

 = {3}^{ - 7}
