To use the sign <, > or = in between the expression ,first we solve the LHS and RHS then put the symbols.

( - 3) + 7 - (19) \\ \\ = - 3 - 19 + 7 \\ \\ = - 22 + 7 \\ \\ = - 15

As we know that

(+)*(-) = -

15 - 8 + ( - 9) \\ \\ = 15 - 8 - 9 \\ \\ = 15 - 17 \\ \\ = - 2

Thus (– 3) + 7 – (19) < 15 – 8 + (– 9).

-15 < -2
