An element P does not react with dil. H,So, If forms an oxide PO which
turns red litmus into blue. Will you call P as a
metal or a non-metal?

P is a metal, and therefore; P does not react with "dilute" Sulphuric acid.

The red litmus paper turns blue when it comes in a contact with oxide PO base, and this indicates P is a metal.

Metal oxides are basic in nature.
