X(0, 4)     Y(x,y) and Z (0, -4)

∴ XY = YZ =ZX        (Given)

     XY² = YZ² = ZX²

XY² = YZ²

(x -0)² + (y-4)² = (x - 0)² + (y + 4)²

 ⇒(y-4)² = (y+4)²

   y² + 16 - 8y = y² + 8y + 16

             16 y = 0

         ⇒ y = 0

and  YZ² = ZX²

(x - 0)² + (y + 4)² = (0-0)²  + (4 +4)²

x² + (0 + 4)² = 64

          x² = 64 - 16

           x = √48

           x = ± 4√3

The coordinates of city Y are either  (4√3, 0) or (-4√3,0)
