If there was no water vapour in the atmosphere, there would be no rain, and humans would suffer and die from a lack of water. We wouldn't get any rain since there wouldn't be any water vapour to cause vapour to condense and freeze into clouds. There were many issues as a result of the dry air. We would have extremely dry skin, maybe cracked lips, dry nose and throat passages, and an extreme thirst as a result of our perspiration being absorbed so quickly.Because the root system wouldn't be able to supply moisture quickly enough due to lack of water vapour, plant leaves would even droop or curl; certain delicate ones might even die. The absence of humidity would cause a variety of issues for many creatures. Quicker bodily cooling would come at the expense of dehydration. A completely dry environment could be quite risky.
