Yes, Intentions do justify actions. Like Arjuna had to kill his own brother. It was his dharma and it was with good intentions even though killing someone is considered as a sin. The situation which is most common for such actions is when a person loves someone; be it their significant other, a family member or a friend. Love is above all.
