A cell is the fundamental structural & functional unit of life. It's capable of performing all the basic life processes (nutrition, respiration, transportation, excretion) on its own.
A group of cells which are specialised to perform a particular function is called a tissue. Tissue form organs which assemble to form organs systems which ultimately comprise an organism.
Body organisation in some organisms is cellular or organ system in some. But this is how evolution occurred. Simple structures formed first which then formed more complex structures.
