Not explicitly,but till certain extent yes.if we talk about development then it means growth in economical,political and social sense.while per capita directly implies growth in economical sense.there is a piece that sense higher per capita means higher purchasing power that means more money to get comfort,luxuary and more resources but with more matured survey it's clear that more money isn't the only requirement to be developed.highest per capita of countries like USA and Qatar,china have the problems of political unpopularity ,depression and social unfriendly environment.while many Europe and South American countries are way better than in development scale.
