The biggest difference between ITBP and AR is the highest controlling authority.
Ministry of Defence controls the armed forces- the army, navy, and air force where as PMFs like the BSF, ITBP etc. are controlled by the ministry of Home affairs.
The Indo-Tibetan border police is also know as one of the five central armed police forces of India , that was started in 24 October 1962, under the CRPF act, after Sino-indian war of 1962.
