Because when the winters come the harsh climate affect the bacteria. this unfavourable condition led them to form a hard covering of outer layer cyst this help them to protect from the unfavourable condition when the favourable condition comes again the emerge from the cyst and again starts play the role of decomposers. so this is the reason that why bacteria break down organic matter more quickly in summer than winter.
