Back in 2015, the State of Haryana, under the leadership of chief minister Manohar Lal Khattar has mandated educational qualification for contesting in local body elections.

As per the amendment, the minimum educational qualification for contesting in the Panchayat election in Haryana is Matriculation (Madyamik or 10th). For candidates from Scheduled Castes, it is 5th standard. For Women candidates, it is 8th standard.

Along with the educational qualification, the Haryana Government has also amended the law that prevents criminals from participating the election.

BJP led Haryana government decided to set the minimum educational qualification according to the section 13-A of the Haryana Municipal Act, 1973 and Section-8 of the Haryana Municipal Corporation Act, 1994, for contesting elections in local bodies, particularly elections for the urban local bodies ULB.  This move was decided by the government in order to improve the political conditions in the state.
