These these are the following ways in which the company preceded to develop a system of management and control of silk and cotton goods:
- Once the East India company established political power it was able to assert a monopoly right to trade.
- The Company first tried to eliminate the existing brokers and traders connected with the cloth trade.
- It appointed a paid servant called the gomastha to supervise weavers, collect supplies and examine the quality of clothes.
- It prevented company weavers from dealing with other buyers. The company did this through a system of advances.
- Once an order was placed the weavers were given loans to purchase the raw material for production. Those who took the loans had to hand over the clothes they produced to the gomastha. They could not take it to any other trader.
