Herders were made to pay taxes in kind and would have to give up animals or animal produce as tax. There were taxes on tradable goods and forest produce also.

If there was no single king to rule that means there was no janapadas or mahajanapadas in that time there was only tribes so that means there was no king / raja to rule instead of king / Raja there was chief to guide the tribe
