Solid>liquid>gas.

Hence it forms liquid.

HCl has bad hydrogen bonding compared to HF.

Why bad hydrogen bonding?

In HF hydrogen and fluorine are both small.

In HCl hydrogen is small but Chlorine is big.

Hence the bonding is bad.

Not bad actually but compared to HF it is.
