a. the speaker is the one who has spoken this expression. we know it is them because of the word 'I've', having this sentence become first person; the perspective of the speaker. if you know which character has said these words, then they'll be the speaker.

b. they are talking about seeing (and knowing about) what's to come .. could be said to influence how we judge the role of the speaker - are they all-knowing? someone sneaky planting themselves into business that is not there's?

c. what they've seen specifically will probably be in the passage somewhere, as it doesn't exactly tell us from this sentence,, so look ahead in the next few lines and it should be there.
