It is a measure of processing power of different CPUs. It is measured in star rating.

Celeron got 1 star, pentium 2, i3 3 stars, i5 4stars and i7 5 stars.

It is not related to the number of cores present in them.

You might say then why not i4 and i6 and i8 or why a gap of 2?

There could be 2 reasons for it.

1. Intel didnt want users to get confused that the numbers represent cores as the number of cores are in even numbers.

2. It could also be a marketing strategy to keep a gap of 2 as it makes user feel that the difference in performance in different version is more subtle.
