We rub a plastic comb with our dry hair and bring it near tiny pieces of paper. We will find that the comb attracts the tiny pieces of paper towards itself. Due to this attraction, the tiny pieces of paper move towards the comb and stick to it. Actually, when we rub the plastic comb with our dry hair, the plastic comb gets electric charge due to friction. The electrically charged comb then exerts an electric force on the tiny pieces of paper and attracts them.

When a comb is run through dry hair, the comb gets negatively charged due to friction.when the negatively charged comb is brought near a small bit of paper,the electron on the paper are repelled and positive charge will be nearer to the comb.therefore there is a force of attraction between the comb and the small bits of paper.if the hair is wet ,friction between comb and hair is greately reduced.consequently the comb is charged to a lesser extent and it may not attract the small bits of paper. The same is true if it is a rainy day ,because due to higher humidity the hair doesn't remain perfectly dry.
