 \frac{ {3}^{ - 1} \times  {7}^{ - 1}  }{ {2}^{ - 2} }  \\  \\  =  \frac{ {2}^{2} }{3 \times 7}  \\  \\  =  \frac{4}{21}

 {3}^{ - 1} \times {7}^{ - 1} \div {2}^{ - 2} \\ \\ = > \frac{ \frac{1}{3} \times \frac{1}{7} }{ \frac{1}{ {2}^{2} } } \\ \\ = > \frac{ \frac{1}{21} }{ \frac{1}{4} } \\ \\ = > \frac{4}{21}
