To draw structure of any type of organic compound we should follow the following step,

As we know that its to 2-ethyl-3-methyl heptyl.

So in this there would be 6 carbon atoms and there would be a a triple bond between two of the carbons.

Because According to your question if ''Heptyne''(One Carbon atom with triple bond) is there then you can't add any carbon atom or a group(Like - Methyl Or Ethyl) with that particular carbon atom at position on 2nd carbon because that carbon atom already gain maximum number of bond with there attached carbon atom with the help of triple bond.
