Answer:

In case 1st the ball will not reach the same height because there air friction is present which reduces the speed of ball because of loss in energy.if air is not present then it will reach the same height.

In case 2nd the ball will never reach the same height because the suface has a friction due to this there is loss in energy which result decrease in speed of ball
