The Constituent Assembly was set according to the proposals of (b) The Cabinet Mission.

The Cabinet Mission came to India with the objective of transferring powers from the hands of the British to the Indian leaders. Three members came from Britain for the mission. The Secretary of State for India was Pethick Lawerence. The mission set up the constituent assembly to formulate the constitution of India. Members of the Congress Party and Muslim League were elected.

The mission failed because the interests of both the parties clashed and they were not able to agree upon common points. Both the parties submitted a different set of proposals.
