The steps are:

• Immediately following a legislative election, the process of creating a new administration gets under way.
• The groundwork for the policies the incoming administration will implement are set by this procedure.
• The Constitution has no provisions for how a government should be formed. The Constitution solely addresses the start and finish of the procedure: the removal of the previous administration and the selection of the new administration by the king.
• This indicates that unwritten constitutional law and tradition make up the majority of the formation process.
• The process could therefore change from the last time a government was constituted. However, each formation procedure typically consists of the following steps:

1. Firstly, election takes place.
2. Then, a debate takes place. The House establishes a mandate for this discussion and chooses an informateur, a mediator. In the past, the monarch appointed informateurs. The results of the election will determine the exact mandate of the informateur.
3. The House appoints a formateur suggested by the informateur when the informateur has finished these tasks.The new government must be put together by the formateur.
4. The new government's members attend an inaugural meeting when the team is finished. Following their affirmation of the coalition agreement, each minister and state secretary is sworn in by the president.
