Let r and h respectively be the radius and the height of the cylinder. We have:

r + h = 37 m

TSA = 1628 m2

2r (h + r) = 1628

2r(37) = 1628

r = 7m

h = 30m

Volume of the cylinder =

\pi{r}^{2}h \:  \\  = 4620 \:  {m}^{3}
